Muse is probably too simple for a serious designer at this point, but it doesn't offer enough handholding for the amateur who wants to build an attractive custom site. The tool nevertheless effectively fills a gap between DreamWeaver and iWeb for those who don't want to deal with HTML but want more control over design than template-based site builders offer.
